CITY OF WINDOM The City of Windom budgeting Did you Know process is a six month long activity comprising these steps: In July/August each year - The prior 2.5 years of budget data is provided to Department Heads. In August Department budget requests are entered into the finance system and reviewed by administration. In September - The City Council sets the preliminary tax levy for the upcoming year. This maximum amount set can be lowered but cannot be higher. In October - The City Council holds budget workshops, which are open to the public, to review the proposed budgets and make their decisions. In November A draft budget is prepared. In December-At the first City Council meeting of the month the draft budget is reviewed by the Council and is open for public comment. At the second City Council meeting of the month the Council votes on approval of the final budget and property tax levy.
