Big Bend will work with landowners to purchase property rights, called easements, along the transmission line route. Big Bend has not yet determined the proposed route for the transmission line, but the accompanying map shows the corridor in which it proposes that the route be located. A switching station will also be constructed to connect the proposed transmission line to the existing 345 kV transmission line near the Great River Energy Lakefield Junction Station in Martin County, Minnesota. Although the exact location of the switching station has not yet been determined, it will be located within or near where the identified corridor meets the existing 345 kv transmission line near the Lakefield Junction Station. As part of the Certificate of Need process, the Minnesota Depart- ment of Commerce, Energy Environmental Review and Analysis unit, will prepare an Environmental Report. The Commission must also determine where the line will be located and issue a Route Permit. The routing process will consider environmental, land use and other poten- tial routing impacts. These proceedings are governed by Minnesota law, including Minnesota Statutes, Section 216B.243 and Chapter 216E, and Minnesota Rules, Chap- ters 4410, 7829. 7849 and 7850.
